Are there any uses for these if I don’t have a boat and can’t troll? Located in Seattle so pier/shore fishing in the sound and freshwater salmon/steelhead are options.

Hoochies are great, though I primarily use em for trolling they’re deadly rigged on a 1/2-3oz jighead depending on where you’re fishing. Super effective for bottomfish in particular I’ve found, they love anything that resembles a squid.
