You can’t, you are going to need a new rod

Strip the epoxy and thread, get a new guide, and rewrap. Not impossible, but harder to do well without proper equipment and experience. If you’re not confident doing it yourself, find a local rod builder. Some tackle shops may also offer these repairs.
