i found it in my dads tackle box and it looks like it may be a dropper rig but i’m not sure, (it’s hard to see but the it’s a little coiled up. It also has clips on both ends

definitely a hi-low/dropper loop kind of contraption. way too many swivels imo, really should only have two at the top and bottom where you tie to your line and attach a weight with dropper loops the rest of the way but thats just me 🤷
