I bought 3 reels recently and just got them cleaned up and hopefully ready to fish.

The two #9s though when I flip them to "off" act differently. On one the spool free spools in off, I assume for casting. On the other, when I set the lever to off, the handle still moves with the spool which seems to me would make casting a little iffie?     These are spectacularly simple reels, you can probably take one apart and reassemble without instructions with a flathead screwdrive. That said, there will be parts diagrams and full breakdown procedues online. It’s likely something is gummed up internally, and it will just need to be stripped, cleaned, lubricated and reassembled. Not a bad idea to do that to both.

    They will not be great casting reels in any event, old levelwind saltwater reels were intended for boats and piers.
