The reel seat is spinning around the shaft. The part in circled in red is spinning around during the shaft of the rod. Any ideas on how to fix this?

Give support a call and use your warranty?
But if it is the reel seat coming loose on the blank, try gluing it.

You can glue it back on, or glue on new one from a site like mudhole.com. The issue is in order to get access to it you probably need to remove the rear grip and butt section.
