Anyone know what it is? Just a string with a ring on one end, and some kind of knitting needle thing on the other end?

that is a stringer for the fish – they used to come in the tackle box with a couple other basic things (i.e. fish scaler)

Its a stringer. You run the needle through the mouth amd out the gill of the fish to hold it if you are keeping them to eat. It is meant to be used if you are bleeding them out, not to be used if they are live still.
You string them up and put the needle through the metal ring then you pull it tight and keep the fish in the water so the meat doesnt spoil.
