Hello,
I see these carps just sitting along the wall of the dam, I tried throwing some corns out but they don't seem to be interested. I tried worms also but the blue gills would steal them before the carps would even investigate.
How should I target these carps? The place is quite pressured also, like most places in Chicago.

Bread will gettum
Quaker quick oats.. Take a palm full and dip your hand in water and knead it into a ball then the hook.. Toss in smaller balls in the area you are fishing as chum..
