I just got this betta several hours ago, and he’s been doing this every couple minutes.. Is he just stressed or is there an issue?? I’ve never had any betta do this before and I’m not sure if it’s normal. Tank parameters were 0 ammonia,
0 nitrites, 0 nitrates, 7.6 ph.

It looks like he’s being caught in the current. Turn your filter down or create a baffle.
i have a betta that did something similar when i first got him, once he settled in, he stopped. give him some time & see if he stops once he’s more comfortable/less stressed by the move
My old betta used to do this randomly. I think it was just his own little quirk. Might just be bored and entertaining himself.
Only thing I can think of is that tetras can be fin nippers? Any aggression signs or anything? Might just be exploring?
Does he get excited by surface agitation?
I am assuming it’s something to do with the bubbles on the surface and he may be trying to catch them? Sounds silly but that’s my only guess lol

You know, someone else commented regarding a reflection… makes me wonder. Maybe your little buddy is attempting to “hurt” his reflection. He may not have realized it was his reflection yet, I’m not sure if you’re familiar with betta fish but they are known as Siamese Fighting Fish. Definitely some peculiar behavior though, I don’t personally think it’s much to be concerned over unless it’s an elongated thing. Considering you just got him as others said, just give him time to settle in. He may just be excited
I think they just kinda do that sometimes, I don’t see any issue with your flow or surface agitation, and you posted good parameters. The same way sometimes corydoras will go in the bubble column of a sponge filter just to do it. Fish can have fun too lol.
Just keep an eye on them is all I can really say.
