I noticed his mouth moving / opening and closing a lot while I was watching him just now, and I don’t think I’ve really seen my other betta do that .. is it normal or something to worry about?
I’m not sure if he’s doing it all the time or if he was only doing it for a bit when I happened to notice.

That’s just how fish breathe. They suck in water and the gills extract oxygen from the water as it passes over them. It can be more subtle, but after a lot of activity it can be a bit more obvious as they gather more oxygen.
