I was visiting my aunt and I saw this fish. I don’t know a lot about fish, but even I know that this can’t be right.
From my understanding, her neighbor was moving and gave her the fish like this.
How can I help this fish? What’s it need? I don’t have a lot of money to help, so what should be the priority?

It’s a betta fish.
The size of the tank seems pretty good (minimum 5 gals is needed).
Stock it with good substrate, plants, a cave/rest area and a filter
There are several “betta tank on a budget” typa videos on YouTube that are really helpful
I think it’s funny to have a proper sized tank that could be over $100 but not spend at least $50 for some live plants and substrate. I’m not an expert on betta fish, so I can’t give that good advice, but you could look on Facebook market to see if someone’s selling stuff you can use.
A heater would be a good start. Just a heater to keep him warm and relatively happy. He’ll feel best between 75 and 80 degrees fahrenheit.
Look at the wiki, it has a lot of good information. Make sure to get a heater and gentle filter ASAP and research the nitrogen cycle.
