This is a lowland Resevoir in CT. Curious about the dark clumps in the shallow water

Hard to tell from this high up. Could be weeds, or could be small holes going down another foot or two. Best guess is weeds, but still worth targeting with something running shallow or topwater in early evening when light is fading. The shallow water should be a little warmer than some of the deeps still after getting a day of sun, there’s a decent chance something is gonna come up that way looking for food.
