Betta Fish: Is this white spot?

Hi guys! Can someone tell me if this is white spot? A friend rescued this little betta guy and was doing salt baths combined with broad spectrum remedy and even an antibiotic the other day (he’s had a few issues since coming home) as she thought he may have had fin rot and a few other things but when I was over today I noticed these little sugar looking dots on him? They would’ve only popped up in the last 24 hours. Can anyone confirm and give some tips on how to proceed with treating this?
