This looks like reflection foghting to me
P.s. get some more water movement going that surface fil is THICC
You need to get a filter or bubbler going for surface movement and oxygen.
As for the betta, he could be bored or fighting his reflection, provide him with some hiding spots and enrichment toys.
Does he do this when you aren’t around/hiding?
Need water movement.
