Fins and part of its body were rotting and it was really skinny. No nuclear plants nearby, but something clearly wasn’t right.

Oof he looks rough. I see them like that occasionally often with fish lice and crappy body condition. Compromised immunity for whatever reason + bacterial skin infection. Maybe rough release or poorly healing predator wound or bioaccumulation of some chemical started it.
