Aquariums: How do I revive a dried up tank?

Hello! I have a fish tank that dried up. My dad used to take care of it, but he suddenly passed away last March. My mom and I wanted to revive it and have a betta (my dad loved them). I'd like to ask for advice on how to revive the tank since it has webs and dead plants in it now. Thank you!
