Full disclosure – this hardscape wasn't made by me.
However, got it for a deal at FB Marketplace. It's been abandoned for quite sometime and had dead moss/algae(?) all over the rocks, so I cleaned it up with hydrogen peroxide and set up a new filter since the original tank did not come with one. I've been able to clean up the dead plants mostly by hand and the debris is cleaned by the filter.
The tank is 45cm long and fits approx 10 gallons water with the existing hardscape.
Questions and suggestions –

how long should I cycle it before I can add my fish?
what kind of plants would look good?

I have added java moss (glue method) to the cliff-tops for now along with Monte Carlo to the floor.

any peculiar suggestions, advices?

I'm fairly new to the hobby and would appreciate all feedback. PS. Found a snail. Don't know what kind though.

I would get some java ferns or something similar to stick in the cracks of the rocks. Also some red stem plants at the back are a nice touch for contrast.

If you have used some sort of quick start, I would do daily half tank flushes for the first week; then every second day for the second week; then do it about twice a week for the following two weeks. After that once a month will be suffice.

You will be able to add livestock after the second week, test your water before hand though. Good luck, and happy aquascaping.
