Can you get a water test from a pet store? That might be able to give you more info. Can you tell us a bit more about how you clean the tank, how long your fish has been like this, etc. As someone mentioned, the tank looks a little small. How many gallons is it? The more info the better

Either poor water parameters or atypical behavior, meaning lethargy caused by a tank that’s too small, lack of stimulation, and insufficient enrichment.

Tank too small, no heater and looks like the tank is not cycled yet. The fish has a high chance of dying.

The tank is 2.5 gallons I’m getting a new heater and I did cycle the water it’s looked like that for around 3 days

The water looks very cloudy and the tank looks pretty small for his tank size. Also that food isn’t very good, I’d go get bug bites betta formula or the bug bites tropical formula for small fish. Do you have a fresh water testing kit and have you tested your water?
