Are the mounting brackets/holes on an overhead (conventional) reel universal?
I recently bought a Penn Special Senator overhead reel and will need to buy a matching overhead rod. Given its an older reel, is there anything I should be aware of before purchasing a new rod?
Never heard them called overhead reels/rods. But the brackets that hold the reel to the rod should have a fixed bracket and a sliding bracket to accommodate different size reels. Depending on what size reel you got, some come with another bracket that holds the reel to the rod using the reel frame holes.

They are not universal. The real issue comes if you try to put a traditional conventional reel like your senator on a jigging rod. Most if not all jigging rods accommodate a narrower foot.
I found this out the hard way when I bought my first jigging rod (Penn Carnage) and thought I could put my TLD 20 on it temporarily.
A giveaway would be if the rod has a trigger, it will have the narrower reel seat holder.
edit: I just noticed the rod you linked. That looks to me like a jigging rod. I would reach out to the company and ask them.
