It’s just fin tissue that hasn’t had color grown in yet. Your betta is healthy, and seemingly quite happy! Nothing to worry about.
Things to worry about are:
1. Heavy discoloration
2. Fuzzy bits growing anywhere on the fish
3. Bellyside up/floating sideways
4. Extreme lethargy (does not respond to food, presence of another betta etc)
5. Unexplained wounds like torn fins, rot
6. Abnormal growth (tumors etc)
