Looks like finrot to me . Am dealing with the same on one of my bettas that I got relatively recently.
The next stage on that is complete melt of fins

Clear is new growth, so he could be recovering from fin rot.

I’ve just moved my (allegedly docile) tetras out of the tank that my betta is in, as I noticed them nipping him, and his ince beautiful fins are now ragged.
The fins are now translucent at the edges, where the new growth is starting. I’ve been keeping a close eye on him for fin rot, but no signs of it.
He is MUCH happier on his own, more active, gets excited when anyone walks past his tank, which he used to do before the tetras started harassing him.
