For each of these questions the answer is the same:
I’m not sure, and very few people on the internet will know. You should ask someone at a bait shop/tackle shop/ fishing pier nearby.

Download the navionics boating app. It will likely show you the water depths. And where the channel is.
Use google earth to measure to the buoy.
You can cast that far if you have the right equipment.
Are the flounder there? Who knows. I live near florida and we catch them on the banks and flats dropshotting a pink worm.

You can measure distance with google maps in satellite mode. Set a point then scroll down select measure distance. I use it a lot for work, itâs quite handy for rough measurementsÂ
