I found this tank on amazon and it’s exactly what i wanted but it’s only a 16L(which is around 4 gallons) I hear a lot of people say that you need at least 5 gal a betta but the reviews all look spacious and good for a betta (most of the reviews have halfmoon bettas) . I have a halfmoon betta and it’s currently in a 7 gallon, would this be okay to have him in?

I wouldn’t, your job as a fish keeper is to provide a suitable living environment for your betta, this isn’t.
But there’s no law against it
