Not sure what is wrong with fins and how to treat. They look as though they are sticking together. He use to have full flowing fins. His color has gotten darker as well. Water parameters are all good. No other fish have issues. Any advice?

Water parameters taken with API test kit
ammonia: 0
nitrites: 0
nitrates: 0
pH: 6.8
Tank is 5 months established.
Have had beta for a month
Weekly water changes of 10-15 gals
tankmates: 6 guppies, 12 neon tetras, 18 cory doras, some snails.
feed daily with one day a week no feed
planted tank with sand, rock and logs, floating beta hide out
