From what I can see, this is an older Fenwick Blackhawk Graphite pistol grip rod, and it was designed to be paired with a traditional round baitcaster rather than modern low profile reels. In my experience, reels like an Abu Garcia Ambassadeur or a classic Shimano round reel will seat properly without any issue. The reason your standard low profile reels will not lock in is simply because the reel seat design is different from what we use today. It is more of a vintage setup, but when it is matched correctly, it is still a very enjoyable rod to fish.
