He looks beautiful. Cant tell typing as am not an expert. But is he in a small bowl? If so then I feel bad & sorry for him..
Bettas need 5 gallon natural environment to the least. Like real plants or soft silk plants that redditors reccomend.
But few long fins love to be at 3 gallon, example my blue one, named Niro. I shifted him to 5 gallon for more than 1.5 months. He is just lazy in 5 gallons. So I shifted him to a 3 gallon back where he first started his jouney after coming to the home. And he is more active now. May be laziness is his personality & not because of his fins, as different bettas have different personalities.
