Betta Fish: Flurries in water?

Took the stuff out of the tank this week to clean out the tank a little bit and there’s like a surplus of this white specks in the water? a lot of it was caking on the heater.
I used to have fin rot and had been healing for so long. Now showing a little bit on his back tail fin. what is going on??
My test strips seem to show normal levels
