Maybe some smaller plants in the front.

It feels empty because of the lack of layers. The plants are all lined up in the back. I would add some more in the middle, some up more in front, to add depth. That and a rock or interesting driftwood (small not chunky) would help.

I’d add some small Wood with moss at the front, and some mid ground plants such as crypts

Get some subwassertang. Either free float it or make small mats and glue them down between the pebbles. A few 3 to 4 inch mats would make the bottom not look so empty. A high focal feature would do some good as well, a piece of drift wood or bamboo
