Yes, if ammonia and nitrite are consistently at 0ppm in a stocked tank- not 0 only because you’re constantly changing water but actually just always 0-then the tank is cycled.

Shake the nitrate bottle 2 for half minute and then the tube for one minute. I lived for months believing I had 0 nitrate. It’s almost impossible to have 0 nitrate since most of the tap water in the world at least hast some.
