He first stopped using his tail and then it just started to rot and now im unsure if to euthanize. I dont have clove oil but i can go buy some. I worry i will feel some immense guilt if i do euthanize

If your legs and breeding stick rotted away, had necrosis with no ability to be medicated for your pain would you want to live – knowing you would be just be blown around at the mercy of the wind, probably to starve or be killed by the disease slowly?
Or would you want to be put to sleep?

That needs putting out of its misery ASAP. There is no coming back from that.
Id feel more guilt in allowing prolonged suffering than i would over doing whats best for welfare.

Yes. Imo using a hammer is easiest. Place the fish flat on pavement then hit the head. Instant death and release.
