Along with random balls of bait around docks and on points, this spot was just absolutely loaded with bait. All the fish I casted to either spooked or just ignored my baits. Is the best thing to do just to pack it up and head somewhere else?

Was anything blowing up on them?
You could try finding nearby staging areas where the bass that aren’t actively chasing shad (but still willing to opportunistically feed) might be hanging out.
I’ve always had a hard time catching fish right in the middle of HUGE amounts of shad, but my PB smallie and PB largemouth were both close to, but not in, areas with large amounts of bait.
That looks like clear lake right now. So much bait everywhere. It’s been making it pretty hard to catch bass for me. I think they’re all fed as much as they want to be
