Betta Fish: Is this the start of popeye?

Do you think my Betta has popeye? He acts normal, eats, and swims fine, but I noticed this red glare in his eyes that I don’t think he had when I first got him. Even when the lights are off the glare is still there in both eyes. Also, I feel like the one eye looks swollen and I feel like his vision hasn’t been the best. Sometimes he goes to grab food and misses and he use to never miss his food. He was always a quick and an amazing eater
