Betta looks weird?! I noticed his face was off after dealing with ammonia spikes in community tank, the water parameters finally looked good this morning after multiple water changes and ammonia neutralizer. I got home from work and he was hanging out at the top again finally (during ammonia spikes he would stay at bottom at go to top only to breathe) but he doesn’t look healthy?!)

He likely has ammonia burns on his gills
Looks like ammonia burns. If your tank is having many ammonia spikes, its likely not cycled, and ammonia neutralizer is only a temporary fix. Keep doing daily water changes of around 30-50%. How old is your tank?
