I started noticing these little spots on my boy last night, They seem to be “stuck” to him, so I know it’s not a colour change. I’ve had him for almost a year and he’s always been white. At first I thought it was dirt because he likes to rest at the bottom of his tank, but I saw them again today and have been getting worried!

It would be best to answer AutoMod! There are a few things besides the spots you should worry about…
– Your boy seems to have badly shredded fins… possibly from fin-rot. It’s best to take action now. Are there a lot of spots on his body, all white? That could be a sign of ich (a parasitic disease. could also be a factor in the fins.)
– get a quarantine tank if possible. if not, then remove all sharp decor, and add smoother driftwood/botanicals (such as indian almond leaves).
– do more frequent water changes. for example, if you do weekly 20%, do 3x a week 20%. I would recommend 3x 20-30% water change weekly to keep the water clean.
– remove ALL tank mates (not needed if you have a quarantine tank) that can damage their fins. snails & shrimp also ideally.
– test water and make sure ammonia = 0, nitrite = 0, nitrate < 20. keep temps at ideal range (optimally 80F) and increase aeration (air stone on low or something similar).
these tips should usually fix it if it’s not too severe. else we might need to move onto kanaplex if no improvement.
