Replace the splitter piece? IDK, I was pointed at one of those metal inlet things with two outlets and handles on each to control flow rate.

Path of least resistence. Air will flow to the easiest outlet. Try a smaller air stone, or put a tap on the line going to the filter and restrict it a little to create backpressure
