This is my first time using these brands, and my first time getting a filter that did not come with all the pieces together.

it needs to be sitting on the bottom. you may need to weight it down . its working as intended. the air moving up the tube pulls water through the sponge and up the tube.
Squeeze the sponge. Also that tank may need that check valve so water dont flood your aerator.

Update 1: squeezed the sponge, added the valve (I’m hoping correctly) used an aquarium ornament to hold it to the bottom. If there is any other advice it’s completely welcome
Update 2: added valve to the middle area of the airline tubing
Update 3: turned valve right side up. It’s now bubbling
