Opened my bag to find this. Are they salvageable or to far gone? I would hate to replace them because I didn’t get to use them all last year. Could I meticulously clean them all up?

I would take a paper towel with some WD40 and see how well they clean up. Rust can ruin the integrity of hook points to where they will snap. It’s usually a bigger deal on smaller hooks though. When I get back from fishing, I leave my box open to dry out before closing it and storing.

I drilled a bunch of small holes in my boxes to prevent this.
