The white color one is the buzz bait and the fire tiger color is the spinner bait
Recently got a strike king spinner bait from Walmart for $1.24 and buzz bait same company for $1.24.
The skirt of both the baits seem to be all over the place ? Is this how it’s supposed to be?

Looks like they’re just cheaply made tbh
The cheap ones that you got are held in place with the rubber band. If you get the ones that are a little more expensive, they will be held in place with more of a molded ring skirt. Both work just fine. One of my favorite, and most successful spinnerbaits, is held with a band like you have in your picture.
Sometimes it does get a little jacked up and you have to fix it.
Yes that’s how those ones are supposed to look. I literally lost that white buzzbait yesterday. The skirt slips off a lot-you’ll have to fix it often if you’re running it in cover but it absolutely catches fish.
You have bought the worst, cheapest possible model of each type of lure. Temper your expectations. Though to be honest those cheap spinnerbaits are fish catchers, especially the white ones
That’s not buzz bait it’s a knock off so is the other one
