Is that the heater or filter?
If it’s on/near the heater he may be chilly and you should consider replacing or setting a higher temp.
Otherwise he may just be comfy, if you don’t want him there consider getting more resting spots near the surface like that one.

My boy does it too, it’s a good solid resting spot near the surface. Half the time his back is even out of the water because he just likes to give me heart attacks ♥
