Often times, aqua soil and fluval stratum are covered in sand not only to weigh them down, but to potentially mask the pH lowering effects of aqua soil in particular, as it acts as a natural buffer. I think adding sand would be a great idea both aesthetically and functionally! Also worth noting that it allows for bottom dwelling species of fish like loaches and cories to actively sift through the substrate because its easy on their barbels. Hope this helps!
