Looks like a Double Gonga (or something pretty similar). Sex Dungeon would also work almost the same for you.

If the head is made of wool, I would say that is a fly, called a “boogeyman” hard to tell from the picture, but it looks like the head is a synthetic brush.
Essentially, this is like a mini sex-dungeon/circus peanut variant .
All three flies mentioned are basically tied in the same format and are essentially just two woolly buggers articulated together with lead eyes and some extra materials.
