Guys I feel really bad for the fish because this doesn’t seem right… my roomate has a betta and he’s so cute but I don’t think she properly takes care of the tank or anything. Does he look okay? What can I do or what can I say to her if anything is wrong. I’m not trying to be nosy or anything! I just want to make sure this is normal.

Oh my god, that poor fish. Do you know if there’s a filter in the tank? How big is it? It could use some more water, and some plants as well. That betta does not look very healthy, I would be worried.
you are very sweet to try to help the fish. Bettas need at least a 5 gallon tank with a filter, heater, substrate, and plants. Petsmart sells 5 gallon kits that has everything except a heater. You will probably also have to get water conditioner bc I assume the owner does not have that. Expect to spend upwards of 50 dollars. When the tank is set up you will have to do an in fish cycle which is tricky, but there are plenty of tips online!

Get him the right setup and equipment. This tank is way too small and neglected. Live plants are best always, as they help keep stable water parameters. Ensure you get nutrient rich substrate to hold the plants
Salvageable. Just follow the advice you are getting. And I wouldn’t even ask. Just do it. I guarantee you they realize that are neglecting it. They will most likely appreciate the help.
DONT CHANGE THE WATER ALL AT ONCE!!!! It will shock him and kill him. I would top that off with fresh fish safe water, then every other day maybe scoop out a plastic cup or two and top off again. You’ll need some plants and nutrients and then every week you can take 1/4 of the water out and replace it. This will help a lot with hopefully not too much effortp
Short answer no. Tell them they need to do research and do better or give the fish away to someone who will take better care of it.
