Betta Fish: Do you think his fins are growing back? Does he look happier now?

I’ve had him for a month, the first two pictures are from when I first got him and the last 3 are from today

I think he looks happier and healthier but I’m no expert so what do you guys think? How long do you think it’ll take his fins to fully come back?
