Edit: 5 gallon tank and parameters should be okay 🙁 I feed him two regular sized aqueon pellets every morning, he doesn’t like the blood worms when I try them

I think he really needs more food. I’d say 5 pellets a day is more realistic – if he’s not getting enough food he’s probably going to feel the cold, and also be rather weak to swim around much.
Your filter flow might be too high. Long finned bettas like very minimal water movement because their long fins are heavy and hard to swim with.
Why is your heater sticking so far out of the water? That thing is a ticking time bomb. The majority of heaters need to be fully submerged.
He needs more food 5-8 pellets a day whatever he can eat in like 30seconds to 3 mins
Can you tell us your parameters? Numbers are helpful, saying they’re probably ok not so helpful.
Hi, sorry about your fish. I wanted to mention your heater is dangerously close to being out of the water and you should fill the tank up or lower the heater. It could explode and injury your fish
You need to push that heater down so it’s fully submerged
He should be in at least a 40 gallon tank. A rule of thumb is 15 gallons per inch of betta.
Do you have a floating log or betta leaf hammock??
Appropriate feeding portions should be 5-6 pellets TWO times per day. It’s a huge misconception that they only need 1-2 a day. They absolutely will eat themselves to bursting, but anything less than suggested is starvation.
He’s probably weak from hunger and conserving energy. Give him a little extra, not the full 5-6 to start or it could give the opposite issue, but increase his food until your where he needs to be. And as others said, submerge your heater and put a betta hammock up near the top since his instinct to sit close to the surface is pretty strong (hopefully there’s a lid there? But if not, make sure there is so he doesn’t jump).
Have you tried frozen shrimp brine ?

First of all like others have suggested fully submerge the damn heater I mean come tf on. Secondly you need to test your water as we have no clue whats going on in that tank. Man this post made me unreasonably angry im getting off reddit now.
I have that exact model of water heater and it needs to be submerged more. Either your water levels are really low or you need to submerge that heater more.
He also looks somewhat thin. Please feed him a bit more.
I would fill up the tank with water until it’s even with the filter output. If the tank water is too low it creates too much turbulence.

I know you’re not there right now, but do you usually use a liquid test kit for checking parameters? Is your Pops able to test your water if so, or maybe take it to the LFS to be done? What is the temp?
I feed 4 pellets daily but I also am feeding other fish community pellets and flakes. Your beta needs to eat homie.
