I have had this tank for just over a full year. It’s a 20 gallon standard with 11 Brilliant Rasboras, 2 White Cloud Minnows, 1 Zebra Loch. About to add 20 fire red shrimp and thinking I need some bottom dwellers but not sure if I can fit anything else. Any suggestions?

To my eyes this seems quite well stocked already. Maybe a dwarf pleco, the really small ones, if you want something? The red shrimp should already fill out the bottom quite a lot.
I wouldn’t add anything unless you’re adding to the white cloud school.
The shrimp should be an ample enough cleanup crew for you
I’d add space. Like a bigger tank for those many fish.
I would add a few nerite snails and some algaecide to make it easier for the plants
