What is this disease this fish has? From my research it seems to be a fungal infection. This is my brothers tank and he doesn’t take care of it. Supposedly this fish has had this for several weeks and from looking it up a little this looks like an incredibly severe case. Is euthanasia the most humane thing to do?

You could try API general cure or seachem Kanaplex. If it’s a small tank, it’d be a easy route to dose the whole tank.
VS dosing a large tank.. quarantine in a tote or smaller tank.
I’ve never had any luck treating fish that sick, so I will let other weigh in on that. But sick fish are always either the result of water quality issues or something recently introduced, and even if a sick fish is introduced to the tank, if the other are healthy, they will likely resist the affliction, so it really always boils down to water quality. What are your current water parameters?
