Hi there, it looks like he is dying of suffocation. When was the last time you tested your water parameters? You need to do a 50% water change immediately then move him to a hospital tank so he doesn’t have to struggle to the surface.

I wouldn’t give up on him yet, however it might be a good idea to keep him in the breeding net for now so he can reach the surface easier. You mentioned he has SBD, in which case helping him to have easier access to oxygen can really aid overall comfort (and thus healing).
