By betta just stares out the tank glass and watches all the time he had a pretty big tank and he build bubble nests so he seems happy but he looks so sad when her just stares out the glass

He looks like he might have diamond eye. If so, he could have limited or no vision which might be way he seems to be staring at nothing. Hopefully it’s just the picture and his eyes aren’t covered!
My girl does this a bit as well. She has limited/no vision on her left eye and sometimes likes to sit and watch me for a while. But she does use the entire tank (30 liters planted) and also likes to stare at her snails tankmates. So… maybe he’s just enjoying the view? But it is worth testing a bit if he has good vision on both eyes!
