Please help! Is this fin rot if so what do I do?? the other day I gave him a little 15min aquarium salt bath and changed the water. Anything helps!!

Where exactly? I can’t see any fin rot.
That’s not a fin rot, he just handsome.
If he was different before, Betta changing colours is very normal and indicates the health, no need to worry in your case.
But that bloated belly is what you should be worried about.
I don’t think so. If it gets worse then maybe but right now he looks fine. Also what did you feed him/how much? Not that serious but he’s a bit chunky.
