I'm going to go fishing on the American River and was wondering if these will attract anything? Specifically trout or bass.

Definitely both! Rooster tails are one of my favorite baits. Also if you’d like try out some canned sweet corn for the trout. I use that a lot when trout fishing.
The rooster tails are good for a lot of species. Mostly anything will hit them.
Just don’t throw it out and let it sink to the bottom. Slow steady retrieve. You let it hit the bottom and it’ll probably get snagged lol

bigger spinners are good for bass and the smaller ones are good for trout or literally anything else

Those rooster tails in pic 1 have been in production for like 70 years. So yeah, they work well. They are number 2 on my list of best lures ever made just behind the beetle spin.
