How should I treat this danio with a bubble under its eye?

I just noticed this danio has a translucent bubble beneath one eye, apparently pushing the eye askew with the swelling. None of the other fish in the tank show any symptoms of this, though I have had some recent fish deaths (established glofish danios succumbing to an unknown illness, newly added Celebes rainbow fish who seemed to have had torn fins when we got them).
This is a cycled tank, and the last time I checked the water parameters they were all nominal. (EDIT: just tested, pH 7.4, ammonia 0, nitrite 0, nitrate 20-40ppm) There may be stress introduced by a change in environment (I recently removed all the plastic plants in the tank), medication (API general cure after seeing a fish have stringy white poop), and new fish.
My initial googling suggested it might be gas bubble disease, which could be caused by strong aeration and a bubble wall that seems prone to releasing tiny, point-like bubbles, so I turned the pump down.
